Statement of Qualifications (SOQ)

Goshawk Environmental Consulting, Inc. incorporated in March 2005. Zane N. Homesley founded the company after he had spent the previous 10+ years in the environmental consulting business working for various private environmental and engineering companies. Goshawk's objective is to provide a variety of environmental consulting services in a cost-effective and time-efficient manner, while attempting to conserve the natural resources to the maximum extent practicable. When impacts are necessitated by a project, Goshawk strives to meet the needs of the client while keeping the proposed project in compliance with federal, state, and/or local environmental regulations. Goshawk is fully-insured under general liability, automobile liability, and workers' compensation policies tailored to environmental consulting services.

Goshawk's, and more specifically, Zane Homesley's qualifications are based on a strong educational background; continual professional development and training; and significant project experiences from a variety of projects. Goshawk keeps up to date on ever-changing interpretation of environmental regulations through the regular review of court decisions, experience with the regulatory agency personnel, and attending professional conferences.

Goshawk is particularly qualified to conduct threatened and endangered species assessments/surveys; wetland determination/delineations; federal, state, and local regulatory permitting assistance; storm water pollution prevention plans; National Environmental Policy Act (NEPA) compliance environmental assessments; and Phase I Environmental Site Assessments. Current clientele for Goshawk includes oil and gas companies, engineering firms, and land developers.

Goshawk has experience conducting permit negotiations with the US Fish and Wildlife Service (USFWS) in accordance with the Endangered Species Act for both Section 7 consultations and Section 10(a) Incidental Take Permits. Experience includes conducting threatened and endangered species habitat assessments, formal presence/absence surveys, Biological Assessments, and Habitat Conservation Plans (HCPs). Mr. Homesley currently holds a permit from the USFWS to conduct presence/absence surveys for the endangered golden-cheeked warbler, black-capped vireo, Houston toad, and southwestern willow flycatcher.

Goshawk provides wetland determination/delineation services along with permitting assistance for Section 404 of the Clean Water Act permits through the US Army Corps of Engineers. Goshawk staff has conducted hundreds of wetland determinations/delineations. Pre-Construction Notifications (PCNs) for authorization of various Nationwide Permits (NWPs) and Regional General Permits (RGPs) are regularly produced. Additionally, Goshawk staff has produced numerous Individual Permit (IP) applications. Permits successfully negotiated include NWP, RGPs, IPs, and Letters of Permission (LOPs) for various residential and commercial developments; roadways; pipelines; individual well pads; and storm water facilities projects. Permitted impacts to Section 404 jurisdictional areas often require mitigation. Goshawk can help develop wetland and stream mitigation strategies and assist in the implementation and monitoring of mitigation plans.

Goshawk has significant experience reviewing proposed projects within the local government jurisdictions. Numerous environmental and habitat assessments to meet the regulatory requirements established by the City of Austin (COA) Land Development Code and the development regulations of the Cities of Lakeway and San Marcos have been conducted. Additionally, Goshawk staff has significant experience identifying COA defined wetlands and other Critical Environmental Features (CEFs). Goshawk has the necessary experience to manage projects which necessitate impacts to COA wetlands and ultimately require mitigation in the form of wet ponds and/or bio-retention facilities.

Goshawk staff has an extensive understanding of the National Pollutant Discharge Elimination System (NPDES) Construction General Permit. The regulatory authority for the Construction General Permit is the US Environmental Protection Agency (EPA) although EPA has delegated much of the authority to the various States. However, EPA Region 6 continues to regulate the NPDES program for the oil and gas industry in Texas, Oklahoma, and New Mexico. Goshawk staff has produced numerous storm water pollution prevention plans (SWPPPs) for the oil and gas industry. Additionally, Goshawk assists in identifying potential receptors, reviews sites for purposes of complying with Endangered Species Act, and manages various SWPPPs for ongoing construction projects. While working at a previous employer, Mr. Homesley was the primary author of the Guidance Document, Reasonable and Prudent Practices for Stabilization (RAPPS) of Oil and Gas Construction Sites, which is currently used by much of the oil and gas industry for purposes of compliance with the NPDES storm water program. This guidance document emphasizes the selection of RAPPS given a variety of physical circumstances located at the specific construction site.

Goshawk personnel has produced a variety of Environmental Assessments (EAs) and submitted them to various federal government agencies for purposes of compliance with the National Environmental Policy Act. EAs have been conducted for the National Park Service, National Forest Service, and National Grasslands. Additionally, Goshawk staff has had significant experience producing EAs on behalf of the Texas Department of Transportation, which ultimately submitted the EAs to the Federal Highway Administration (FHWA) for NEPA compliance purposes.

Goshawk staff is knowledgeable of the American Society for Testing and Materials (ASTM) E1527-00 standard practice for Environmental Site Assessments (ESAs): Phase I ESA process. Experience includes conducting Phase I ESAs for developed and undeveloped commercial real estate properties within Texas, Louisiana, and New Mexico. Goshawk provides Phase I ESAs that meet the ASTM standards; however, Goshawk also identifies potential developmental constraints (i.e., endangered species habitat, wetlands, and local regulations) which may cause costly and timely delays if not identified early in the planning process.
